REFEREES

Interested in being a Referee for the Long Valley Soccer Association?

All referee positions have been filled for the FALL 2011 season.
Contact the referee coordinator to be considered as a future candidate or placed on the waiting-list.

If you or your child is in grade 7 or higher they may be eligible to referee for our program. We are looking for kids with a good understanding of soccer and who are reliable. A fun and exciting way to earn some extra spending money and kids can earn $30 or more per game.

Referee Procedures and Guidelines

SCHEDULING

  • The coordinator will call you the previous week for available game assignments. Once you accept your assignment you are responsible for showing up at your designated games.
  • If an emergency comes up, call the coordinator so a replacement can be assigned. If you cannot contact the coordinator, use the list of referees to find a replacement. Coaches are instructed to contact the coordinator if a referee does not show up and the assigned referee will not be a candidate for future assignments.
  • If weather is a problem, the coach and/or coordinator will call the referee assigned to any canceled games. In the event you show up to the game and were not notified of the cancellation, you are entitled to payment. An exception is if you are doing multiple games, whereas the 2nd game you are doing is cancelled, payment will be made for the 1st game only.

REFEREE FEES

  • Minor Division is $30.00 per game.
  • Major Division is $30.00 per game.
  • Senior Division is $40.00 per game.

MINOR DIVISION

  • BOYS/GIRLS: 4 Quarters, each being 12 minutes.
  • BOYS/GIRLS: 2 minute break halfway into quarters at coaches discretion.
  • BOYS/GIRLS: 5 minute break between quarters.

MAJOR DIVISION

  • BOYS: 2 Halves, each being 30 minutes each, with 5-10 minute halftime break.
  • GIRLS: 4 Quarters, each being 15 minutes, with 5-10 minute halftime break.

SENIOR DIVISION

  • BOYS: 2 Halves, each being 30 minutes each, with 5-10 minute halftime break.
  • GIRLS: 4 Quarters, each being 15 minutes, with 5-10 minute halftime break.

REQUIRED REFEREE EQUIPMENT

  • Referee shirt, dark pants or shorts
  • Whistle
  • Stopwatch
  • LVRSA Referee Voucher, pencil or pen
  • Coin to flip
  • Flags for touchlines
  • Yellow/Red Cards (Major/Senior division only)

Referee - Pre-Game Responsibilities

PRE-GAME TASKS

  1. Arrive 15 minutes early and greet coaches. Start and end games on time since other games are scheduled on the same field.
  2. Have each team coach sign your LVRSA referee voucher and keep as a receipt of your game assignment. Use voucher to record score and record any yellow/red card offenses.
  3. Check players.
  4. Coin Toss.

CHECK PLAYERS

  • All players must have shinguards.
  • No hard casts.
  • Eyeglasses are permitted.
  • Soccer cleats only (baseball/football cleats have cleat in toe). Sneakers are acceptable.
  • Absolutely NO jewelry (except for medical tags). Taping over earrings is not acceptable.
  • Only soft ski hats and gloves (no baseball caps).

COIN TOSS

  • Call for team captains and ask one team to call heads or tails.
  • Winner of toss elects which direction they want to start (or goal to defend) and the loser gets to kick off.

Referee - Game Time Responsibilities

START OF GAME

  • Make sure teams are on one side of field and spectators are on the other.
  • Count the players on each team. (Minor Division is 8-versus-8 and Major/Senior Division is 11-versus-11).
  • If a team is short players, the other team can play the same number plus one additional player.
  • Have each coach designate a linesperson equipped with a flag to help with the touchlines. Instruct them that if the ball goes completely over the line to raise their flag straight up. They are not to make any other calls.

PLAYER SUBSTITUTIONS
Unlimited Substitutions - Player substitutions may be made with the referee’s permission by either team for the following events:

  • After a goal.
  • At a goal kick for either team.
  • At a corner kick for either team.
  • At a throw in by either team.
  • At the end of a quarter or half.
  • Mid-point of quarters (Minor division only).

Additional Substitutions - Can be made with the referee’s permission for the following events:
  • If play is stopped for injury, a substitute may be made for the injured player(s) at the coaches discretion. The opposing team at this time may also substitute an equal numbers of players if desired.
  • A player receiving a yellow card may be substituted for at the option of his coach during the stoppage in play when the caution is given.
  • Any out-of-bounds condition, including Throw-Ins, Goal Kicks, and Corner Kicks.

No Substitutions - None are allowed for following events while the ball is in play:
  • A Penalty kick (direct or indirect).
  • A Free kick (direct or indirect).
  • Any player receiving a red card will be dismissed from the field of play without substitution. Report any red card infractions to the referee coordinator immediately following the game.

Substitution Protocol - The following actions must be performed in order to substitute a player:
  • The substitute player must be ready and standing by the Halfway Line, off field of play.
  • The Coach must inform the Ref of proposed substitution.
  • The Ref must acknowledge the substitution before any substitute player can go on field.
  • The substitute player and can only enter the field from the Halfway Line after the player being replaced has left.
  • The substitution is completed when a substitute enters the field of play and the Ref instructs that play can continue.
  • The Ref may increase game time to account for extra stoppages with increased substitutions.

CORNER KICKS

  • Taken from nearest corner where ball crossed the goal line.
  • Goal can be scored directly from corner kick.
  • No offsides can be called during initial kick.
  • Player cannot remove corner flag.
  • Defense must move back 10 yards from where kick is taken.

GOAL KICKS

  • Can be taken anywhere inside the goal area.
  • Defense can pick up ball and move it since ball is not in play yet.
  • Must clear penalty area to be in play or rekick is taken.

OFFSIDES

  • Should always be 2 defenders between offense and goal where the goalie counts as one defender.
  • Forwards that are even with defenders are not offside.
  • Player without ball is not offside until they become part of the play at the time the ball is kicked.
  • If a ball being played to a player in the offside position is deflected off a Defender, Goalie, or Goalpost it does not negate being offside.
  • If forward is in their own half of the field they can never be offside even if they are behind the defense.

THROW-INS

  • If you cannot decide which team the ball deflected off of, signal possession for the defensive team. A drop ball is not the correct restart and you must show you are decisive.
  • Minor division is allowed a second chance to throw in correctly without losing possession of the ball.
  • Ball must be delivered from behind the head, not just above it.
  • Feet can be on the touchline or behind and must keep contact with ground.
  • Player receiving the throw can never be offsides.
  • Defender can stand in front of thrower but not move around.
  • Thrower can twist body but ball must be delivered straight over and behind the head.
  • Goal cannot be scored directly from a throw in.

HANDBALL

  • Players are allowed to protect themselves from hard shots. Girls may cross their arms in front of chest and boys in front of groin area. Hands in front of face is also allowed to prevent injury.
  • Goalies that run out of penalty area are treated as regular field players. Handling outside of penalty area is a handball.
  • If a field player acts as a goalie and grabs ball in goalmouth, call for penalty kick. Do not assume goal since ball did not fully cross over goal line.

DIRECT KICKS

  • Goal can be scored without touching any other players.
  • Awarded to team that was fouled due to pushing, tripping, charging, holding, kicking, striking. The only non-foul that is awarded a direct kick is a handball.
  • Defenders must be 10 yards away to setup a wall for both direct and indirect kicks. The offense does not have to ask for it.
  • For Major/Senior divisions only a direct kick infraction by the defense in their own penalty area results in a penalty kick. Minor division restart is just to place the ball on the penalty area line near where the infraction occurred and signal a direct free kick.

INDIRECT KICKS

  • Goal can only be scored when touched by another player.
  • Awarded to team when opposition commits a rule violation such as Offsides, Dangerous Play, Obstruction, Player touches ball twice in succession during Throw-in, Free kick, Kick off, or Penalty kick. Also a goalie cannot use their hands to pickup a backpass from their own teammates foot.

DROP BALLS

  • Used when play stopped for injury or outside influence such as dog or child wanders on field.
  • You do not have to have two players participating. If one team had possession when play was stopped, tell the opponent to backoff 5 yards before dropping ball.
  • Ball must hit ground before players kicks it, re-kick if necessary.

Referee - Post Game Responsibilities

GAME END

  • Collect Flags for touchlines.
  • If you have a problem with a parent or player, tell the coaches and let them handle the situation.
  • Report any problems with coaches to the Referee Coordinator.
  • Get the name of any player receiving a red card infraction from the coach and report it to the Referee Coordinator for disciplinary review.

REFEREE PAYMENT

  • Referee coordinator will keep track of game assignments and notify league treasurer of monies owed at the halfway mark and end of the fall season. No vouchers are required to be mailed in for payment, just keep them as a receipt. Checks will be mailed out to your home address.
  • If you switch a game assignment with another referee, the coordinator must be notified to insure correct payments are made to individuals.
